Here is some information that might help you with this. By playing around with the local time I found that for tonight, 5/16/10, the next moon set and rise time are correct if the local time is set earlier than 8:00:00 pm, i.e. it is correct for 7:59:59 pm. However, they change when the local time is set to 8:00:00 pm or later, i.e. it skips the next set time and gives the following rise and set times.
