[APBeta] Scrollwheel

Sorry, should have said I'm using Windows XP Pro (SP3).
Selecting an item in a scrollable control also restores functionality.
It's been ages since I read the WinXP GUI (Luna) guidelines, but (I could be
wrong - as usual) a vertically scrollable control (VSC) should respond to
the mouse scroll-wheel if a) the mouse is hovered over that control AND b)
no other vertically scrollable control currently has focus. If a VSC
currently has focus then that VSC will respond to the scroll-wheel no matter
where the mouse hotpoint is located.
