If the object is above 0 degrees altitude, but below the user horizon, the Vis column should be "Horz". Are you sure that (a) you edited the correct site resource, and (b) you currently have that site resource selected (if you are showing the short- and/or long-term visibility graphics, the horizon should be a constant green bar up to 25 degrees.
