[APBeta] "About AstroPlanner..." dialog bug

Paul,

When I show this dialog in AstroPlanner, it floats over all
other windows, even those from other applications.  It seems
to me I should be able to bring other applications to the
foreground even while AstroPlanner is showing the about
dialog window.  That is certainly how it works with my other
applications.

This is a cosmetic bug.

Windows 7 64bit, AstroPlanner 2.0b92
