Another possibility has just occurred to me:
If you have the "Save changes whenever plan documents are saved" option in Observation Preferences->Observation Database, then this might account for the longer saves if a change had been made to the observations and your observation database is fairly large.
Note that this option is a "paranoid" option for those worried about losing data if a crash occurs. In my opinion, it's not really necessary. It will not cause any slow-down if no observations where added/deleted/changed. I'm going to add an indication that this is taking place.
