[APBeta] New tab panel concept

This may not fit well into the AP theme, but you could just leave the tab headers

unboxed altogether.  Simply underline, box and shade the tab headers as you point before clicking.  This is definitely a Windows concept presently and may take care

of some or all of those Windows drawbacks you mentioned.
