[APBeta] AstroPlanner V2.0b29 released

Yes, I did uninstall and then reinstalled.  I was finally able to get
it to load, I had it checked to run in XP compatibility mode (did that
last night trying to get the last version to load).  However, it is
now loaded, but still does not run.  I can see the busy icon, but then
that goes away and the program does not load.  I have held down the
shift key to use the default settings to no avail.

Yes, I am the admin on this machine.
