[APBeta] AstroPlanner V2.0b28 released

I cannot get the latest version to run AT ALL :(

Using Vista 64x.  The first time it ran, was very slow on starting up,
the preferences were being read, then it went to the desktop.

I have tried to run it using the shift key option to reset the
preferences, no good.

I have uninstalled and attempted to reinstall, and I get this error.

I have tried running it in XP compatability mode, as the administrator
(which I am, no other users are even on this machine), no luck.
