[APBeta] AstroPlanner V2.0b28 released

Hmmm. I'm not sure what's going on. Let me try it on Windows again. It  
was a bit sluggish here, but that often happens since I'm running it  
as a VM with a bunch of other stuff, and some thrashing does take place.
