I just opened another plan that had the star catalogs checked and saved
and now they are not. On my end AP is removing the checks and not saving
star catalogs on each plan I open. Then it will not save the catalogs
after I re-check and save the plan using CTRL+S or File>Save then exit
using File>Exit or when I keep AP open but just close the plan (CTRL+W).

I can't reproduce this.
Are sure you haven't set up the plan never to save changes? When you
close the plan, does the app ask if you want to save changes?

Sounds like a fair request.
