I save, either using CTRL+S or File>Save, every time I make a change to
the file. When I save the file and then close it I get a Save Changes
dialog that asks me Ask Always, Always Save Changes or Never Save
Changes. I will click Yes with the radio button on Always Ask. Shouldn't
the file save whenever I use CTRL+S after picking the star catalogs in
the FOV tab?

I can't reproduce this.
Are sure you haven't set up the plan never to save changes? When you
close the plan, does the app ask if you want to save changes?
