[APBeta] Non-English format problems

I have narrowed down some weird crashing problems to systems using non- 
English format settings (e.g. Image Manager does a hard crash on  
opening). I'm working on resolving these problems ASAP.

By setting my Regional and Language Options control panel in Win Vista  
to a non-English setting (e.g. Dutch) the problem occurs. Setting it  
back to English (USA) fixes things.
