[APBeta] GMT offsets for sites in AP 2.0

I'm setting up my batch of "Usual" observing sites an AP2.  I opened  
AP 1.6.1 and put its Resources dialog next to the AP 2 version, and  
I'm copying things by hand.

One thing I'm noticing off the bat is that AP 2 chose a GMT offset of  
-7 hours for my site (San Francisco).  I chose this site from AP's  
built-in database.  It seems to remain at -7 regardless of whether or  
not I select DST rules for the site.

Over in AP 1.x, all of my local observing sites use a GMT offset of -8  
hours (correct for my location, ignoring DST entirely).

Which is correct?  Should I be using USA DST rules with a GMT offset  
of -7 or -8 in AP2.0?
