[APBeta] The dreaded ReadObservations exception 2

Let me clarify a little. You do get a brief portion of the splash screen,
then the exception, but nothing asking any questions.

It happens right after accepting the license agreement. No other dialog.  If
you decline the license agreement then AP starts but then crashes if you try
to open or create a plan. Bob

Folks,

If you are experiencing the ReadObservations exception on startup  
(after running the V1-to-V2 converter), can you tell me if this  
happens before anything else, or does a dialog get displayed asking  
you to deal with missing Site resources and/or missing Plan documents?
