No, that's by design.

In V1 you had the concept of "local" observations (those actually made from the plan document and stored therein) and "global" observations (local observations that were subsequently moved and stored in a global observation database). All very confusing, and there because I didn't think the whole thing through when AP was first designed.

So, the "0/2" just means you have 2 observations of the object, and 0 of those was made from this plan document.

In V2, all observations are effectively "global". It doesn't matter where you made the observation.

However, in V2, if you go to the observation list in the Observations tab, any observations you made from that plan document will be bold-faced. So if you have 5 observations for an object and 2 of them are bold faced, that the same (effectively) as "2/5" in V1.
