[APBeta] Circled # of observations

So as to avoid confusion, let me describe a new feature introduced in 2.0.1b1, which is now more apparent in 2.0.1b2 since another bug was fixed.
It's feature #4537.
If any observations were made from the currently open plan plan, the entry in the number of observations (Obs column) is circled.
Additionally, if an observation was made within the past 12 hours (w.r.t. local time), the circle is inverted (so that you know that you already observed the object during the current observing session). If the date/time is fixed, then this will occur if any observations were made on or after the fixed date/time minus 12 hours.
e.g. in the example below, M1 and NGC2354 were both observed from this plan document. Additionally, M1 was observed within the past 12 hours.
