[APBeta] External catalogue settings

Doesn't matter to me. Kinda makes sense either place. For me, it's one of
those things you use very rarely (like, only when setting up a new machine.)

Currently, the External Catalogues settings/preferences reside on a tab
within the Field of View preferences. This is because the only place they
are used (currently) is in the Field of View chart itself.

It would seem that this is confusing some folk, who expect those settings to
be with the other catalogue settings in the Catalogue Manager window.

It would be a copy-and-paste job to change this. However, I'd be interested
in getting feedback before I do.
