[APBeta] Does the plan file get modified as soon as it's opened?

[RPEHLM]

  Seems to be working correctly for me.  APv2b92 on Win7U64.  Can open 
AP (with a plan).  Immediately close AP or close the plan.  AP shuts 
down with putting up the 'Save Changes' dialogue.
