I tried uploading a couple of user plans using "File>User-Contributed
Plans>Upload", but I don't see them in the download area.

I am creating plans that correspond to Tom Trusock's "Small Wonders"
articles on Cloudy Nights, so I tagged them in the Plan Info as "Web
Sites" / "CloudyNights" / "Small Wonders".  Perhaps the problem is that
I am not using the pre-defined categories under "Web Sites".

The files were names "SmallWonders-Andromeda.txt" and
"SmallWonders-Aquila.txt".
