[APBeta] Observation imports

This issue happens on both b83 & b84
When I export/import observations from my desktop/laptop to my
laptop/desktop, and then open a plan that includes the objects observed, the
imported observations don't show up, in either the Obs column on the Objects
tab or in the list of observations on the observations tab. Indeed, if I
create a new plan and add those observed objects to it, the observations
still don't show up. If I open the observation database, they are there,
however. 

Is there something additional I need to do to make them show up in a plan?
