[APBeta] Can't send bug report

You only have to set up your e-mail (in Edit->Preferences->Web) if you need to send attachments. If you haven't done this, you should still be able to send a report (but without any attachments).

However, as Kevin pointed out, you do need to send something worth reporting :^) i.e. you need to enter a Summary (subject - summary of the problem) and some Detail (explaining what the perceived problem is, how to reproduce it, etc.).

I should probably add a tool tip to the Send button.
