This didn't happen for me (W7 x64.) The installer started immediately. The
install took less than a minute. Is it possible you have an incipient disk
problem? Good ol' Spinrite works well to ferret these out.

The latest (#74) exhibits the same phenomena on W7 x64. Double click on the
installer and it sits for perhaps five minutes before coming up. The disk
activity light is on the entire time (this time I watched and waited). Do
you create the windows installer package using the same development suite
that you just upgraded?
