Unfortunately, nirvana aside, Pages is just not designed with large complex documents in mind. 

If it was available for Mac OS X, then Adobe FrameMaker would be the ideal, but sadly it is not. I have also looked at Mellel, but it was somewhat confusing. Although MS Word is the Spawn of Satan, and really creaks and groans when pushed, it does do what I want it to do (as long as I turn off the 99% of bells/whistles that no-one in their right mind would use), and I'm somewhat familiar with it.
