[APBeta] b60 bug during High-Precision Slewing

(yeah, I know b61 is out.  I'm in the middle of session with
b60, though, and this probably affects b61 as well.)

When High-Precision Slewing is on, while connected to an LXD75,
I get a debug window when it attempts to start the slew.
"APSemaphore from TelescopeMount timed out".

Works fine without HP Slewing enabled.

And the telescope control palette works finally.  Happy Day! ;-)
