[APBeta] Another problem with catalog annotations

I had two plans open at the same time.  I wanted to use the feature that 
replaces the catalog annotation with the notes field, but couldn't do it. 
So I used the preferences command to change the setting that allows catalog 
annotations.  I verified that this setting was in effect for both plans. 
And indeed I could then change the catalog annotations in either plan, so I 
figured I had fixed the problem.  But when I closed one of the plans and 
tried to replace a catalog annotation in the other plan, the command was 
grayed out.  So I went back to the catalog manager and verified that catalog 
annotations were still allowed.  I tried disabling them and reenabling them 
just in case, but it didn't help.  So for this one plan I can no longer 
change the catalog annotations.   (The other plan seems fine.)
