There's a new "Obs" checkbox column in the resource combinations list,
defaulted to ON. If all combinations have Obs off, then the
observation is shown in red in the Observations list*. I'm working on
other places that would be affected by this change.

* perhaps another method would be better, particularly for colour-
blind observers and night-vision mode. Suggestions?
