[APBeta] V17 "Fix Date is not persistent

Hmm, interestingly opening and closing my FixDateTest.apd plan (with 
'Fix date' checked during a previous session) document generates the 
'Save changes ...' prompt, even though the document is empty (contains 
no objects).
