It's still doing it for me in 2.0b16 and Windows 7.

You're quite correct about it happening only when no site is selected.
If I choose a site in the drop-down then the numbers magically appear.

Now I can't reproduce it on Windows... I don't know what changed,  
although I think I installed some Windows updates and restarted.
