[APBeta] AstroPlanner V2.0b23 released

[RPEHLM]

Hi Paul,

v2b23 application window starts up about a quarter the size of the 
previous versions window.  In addition the application title bar is off 
the top of the screen making it a nuisance to resize.  Pretty sure I can 
fix this, but thought you should know as soon as possible.
