[APBeta] Seeing/Transparency

I wasn't the original requestor, but I would appreciate being able to
set transparency/seeing settings per observation as well.  I have had
frequent occasions where clouds moved in, or the sky became hazier,
over the course of an observing session.  Like Gary, I have usually
just included this in the notes, but then printing out observations
(e.g., for submission to Astronomical League) leads to inaccurate
values.

Not sure this needs to be in V2, though, this sounds like it could
easily go in V2.1 if it's anything other than quick and easy to
implement.  Just my opinion.
