[APBeta] Bug# 2162 - AP is bringing up the Preferences window in the background

Hi folks,

Get this from time to time with most AP windows.  Once it starts AP will 
keep doing it until the next AP restart.  I thought it was just a 
Windows issue, but maybe not.
