[APBeta] Originating plans for observations

Hi Paul,

Wouldn't it be useful if the user wanted to repeat the observation?  On the
other hand most (all?) of the required information would be in the
observation record anyway.  Mostly I'm just adverse to throwing away a
feature, even if I can't think of a use for it.  Always have that nagging
feeling that someone somewhere will find it absolutely critical in some
obscure arcane way!
