[APBeta] Scrollwheel

In 2.0a32 mine does not work at all, completely ignored; in the plan
document, in the observation object window, in FOV display options, in Sky
display options. 

I normally use the wheel a lot so I know it works in other apps I have;
Office, IE7, Adobe PDF's, Quicken, Turbo Tax, etc.

Well, there seems to be some debate here. Let me try another question:

Does the standard scrollwheel work as you would expect it to in a  
Windows app? If not, give me an example of some anomalies.
