Note that you will be requested to make some selections w.r.t. the  
observation database when you start up (if it can't find site  
resources used in an observation, or if it can't find the originating  
plan).

Hopefully these will be the last changes to the observation database.

Note that the obs database will NOT be backwards compatible with  
previous alphas of V2.
