[APBeta] Date/Time widget crash

Hi Paul,

Got a CTD crash (once) with the Date/Time widget:

1: UT - checked
2: Fixed Date - checked
3: Editing the 'Time' box by selecting highlighting components with the 
mouse and entering values via the keyboard

Trying to replicate and cannot reliably.

Another thing of note is that checking/unchecking the UT box repeatedly 
steps the time value down one hour per cycle.
