[APBeta] Empty site list after working through Setup Wizard

After doing a little more fiddling with the tool, I think my problem  
with nonexistent observing sites after completing the Setup Wizard is  
actually a duplicate of bug #1063:

Besides making it more obvious you need to click "Add this Site",  
perhaps the wizard could simply accept the current (unadded) setting  
as a default if you click "Next" or "Finish" with an empty site list.
